Why do I still look flabby?

i've been working out for about 5 weeks. i eat REALLY healthy, with the acception of one piece of chocolate (30 calories) a day. I do weight training for my arms, legs, and abs each time i go to the gym (about 4 or more times a week), and afterwards, about an hour of cardio as well. I'm about 118 ilb now, but my stomach, arms and legs all still look flabby! I don't get what i'm doing wrong, as i'm eating healthy, and i do weights before cardio, so i'm not burning off muscle. I'm so annoyed and confused, because my shirt size hasn't gone down (size md or small in tops, and my jean size has just barely gone down (7 juniors is now lose on me, i could fit into a size 5 depending on the store). I'm still flabby, and i jiggle in everything i do. even now, while i'm typing on my laptop, i can feel my fat shaking as i'm typing. PLEASE help, because i have no idea what i'm doing wrong.
