What is a "formal" dress?

The only one that might be considered formal is the first one. Have you checked out a Forever 21? The sales clerk will be able to help you there. But you can never go wrong with a little black dress. But it's always better to be over-dressed than under-dressed. Think homecoming dress, that is formal ( just don't go all sparkly and glittery)
